Before being elected Flagler County Commissioner District 1 in August 2004 Jim was the Director of The Retired and Senior Volunteer Program (RSVP) in Flagler County for over seven years, Jim worked with almost every county and city agency in support of their programs. During that time, August 1996 through July 2003, volunteer membership more than doubled to over 1000 volunteers. They contributing over 700,000 hours of service to the 70+ nonprofit and governmental agencies they worked with.
Prior to moving to Flagler/Palm Coast Jim was a manager in personnel, finance and administration for IBM for 34 years. During that time he managed budgets that were over 40 million dollars and had personnel responsibility for 300 employees located throughout the United States.
Jim is a full-time commissioner who is independent of special interests and works full time to support positive economic growth, a good working relationship between county and city governments, and is interested in the welfare of all the citizens of Flagler County.

- Board of Directors of the St. John's River Community Action Partnership
- Flagler County Representative to Florida Association of Counties
- Flagler County Representative to National Association of Counties
- Flagler Representative to the Florida Small Counties Coalition
- County Commission Representative to the Parks & Recreation Sub- Committee of the United Government Outreach

Jim has a BBA degree from Manhattan College. He has been married to his wife Lynda for over 43 years. They have four children and seven grandchildren.
