Economic Opportunity Advisory Council

The Economic Opportunity Advisory Council is charged with many tasks, thought the actual performance of many of them is through the executive director, or consultants, with the creativity, guidance, oversight and economic outreach provided by the council.  Together, the council and the executive director develop policies and programs, as well as determine the course of action necessary to attract new businesses to Flagler County. Additionally, they work to retain existing businesses that provide both quality jobs and diversify the tax base by facilitating expansion and business growth.

Additionally, the council and executive director encourage the development of sites and buildings suitable for targeted business growth to prepare Flagler County for potential prospects. Accurate information about the county is collected, updated and disseminated through marketing materials and messages prepared for community prospects.

Monthly, quarterly and annual reports are made to the Board of County Commissioners and the public that include: the annual budget; work plans with measurable benchmarks; and, long-range strategic plans for accomplishing these missions.

The Economic Opportunity Advisory Council makes recommendations to the County Administrator or the Board of County Commissioners about the hiring and firing of the Economic Development Executive Director. It updates the Flagler County Economic Development Strategy Plan, as necessary, and provides input into the economic development element of the county's Comprehensive Plan.

The Economic Opportunity Advisory Council (EOAC) acts in an advisory capacity, and has no legislative or quasi-judicial powers or authority.

Membership of the Economic Opportunity Advisory Council consists of nine (9) members selected by the Flagler County Board of County Commissioners. It is comprised of members, with expertise and experience in areas listed below, preferably with some economic development experience:

• At-Large
• Agriculture
• Marketing
• Manufacturer
• Industrial Park Developer/General Contractor/Commercial Realtor
• Hi-Tech Business
