During the software transition, OPIS (Online Permit Information System) is available for legacy permit information as well as EnerGov CSS (Customer Self Service) for permits processed in EnerGov.

Growth Management accepts land development and right-of-way permit applications. It routes and tracks plan reviews, collects fees, and issues permits. It processes and schedules applications for both the review and approval by appropriate boards. It reviews plans for residential and commercial development, as well as site plans, to ensure construction is according to what has been approved, as well as county, state, and federal regulations. Growth Management provides flood zone determinations for site plans and building permits according to FEMA regulations. It also oversees transportation access, and the impact of potential developments on the roadways within Flagler County.
