Flagler County's Comprehensive Plan
Planning and Zoning Menu

The Flagler County Comprehensive Plan was developed pursuant to the requirements of the "Local Government Comprehensive Planning and Land Development Regulations Act" and "Minimum Criteria for Review of Local Government Comprehensive Plans and Determination of Compliance," Chapter 9J-5, Florida Administrative Code. While the plan was developed in response to the state's growth-management mandate, it is also premised on Flagler County's individual unique characteristics, historical trends, current conditions and citizen aspirations for the future of Flagler County with a desirable quality of life.

Each element in the plan includes specific goals, objectives and policies that determine how the future growth of the county will be guided. Included in the plan are the following nine elements:

  • Future Land Use
  • Transportation
  • Housing
  • Infrastructure
  • Coastal Management
  • Conservation
  • Recreation and Open Space
  • Intergovernmental Coordination
  • Capital Improvements
