Units IV and V of Flagler Estates (lying South of Division Street) are located within Flagler County. There is a total of 1939 lots and 93 of these lots are designated as conservation and are not usable for residential purposes until and unless the property receives a wetlands alteration permit from the State of Florida. This is not an exhaustive list of lots whose development may be impacted by wetlands issues. The County is working with FDEP to provide a more complete listing.

At the current time Flagler County does not issue building permits for Units IV and V due to the inability to meet concurrency requirements for access and other public facilities and services.

On November 6, 2006, the County Commission accepted staff's recommendation to conduct further study before the next budget year on the funding options available and suggest improvements that can be made over the next five years. This is expected to be brought before the County Commission by March 2007.
