| Volunteers are the heart of the Artificial Reef Program and play a critical role both before and after a reef is created. Flagler County coordinates a group of volunteers who function as the monitoring arm of the Flagler County Artificial Reef Program. The team consists of experienced divers and boat captains interested in artificial reef research and construction.
An archive of monitoring data records are collected by Jim Netherton, Scientific Technical Advisory and leader of the volunteers, for use in tracking reef changes over time. This information along with data sheets, photographic records, and video surveillance of Flagler County’s permitted sites is shared with the State and the County.
